Are the regional APAt tournaments going to be open to non-APAt members?

It seems the most practical way of selling tickets to these is at the venue on a first come first serve basis (ie like most of them), but if this did happen then how could they know who was a member and who wasn"t?

Erm..and would I have to make two trips to the venue...one to register and another to play?
