Will the 10% of seats be rounded up or down?

If there are, say 25 players, will that be two seats or three?

Des - can you clarify how the points are to be awarded at the regional events?  If there are 12 runners (as an example), how will the points be allocated?

Will the regional events be fully dealer dealt similar to the nationals?
