Wow, i think i"d be calling the 40 even if i had quads in my hand in omaha, even just to see his/her cards??

LOL!!  either a mis-read/mis-click, or chip dumping, or just plain stupid.

Chip-dumping was my first thought. It might have been a genuine screw-up though - just after the next hand started, he said something like "online poker is so crazy", suggesting he realised he had been outdrawn or missed & misread or some such. Also he was in Germany and the other in Canada.
