How would you play this out to extract value?

7 handed tourney. Guy seated to my left is a terrible player. Really bad, plays every hand no
matter what. Always calls (station) virtually any raise pre flop and will call an all in with any paint pre flop. Never raises pre flop even if multiple limped with a high pair and puts small raises in when he has huge hands like he"s trapping to extract value
I"m In cut off and villian is on button. Blinds 50/100. Both villian and I have 7.5k from our 5k starting stack
it"s 3 limped to me and I see 67 clubs I decide to limp to see a flop do does button. Small blind folds?!?!!? Big blind checks
K85 rainbow. Checked round to me with 650 I think about taking a stab but elect to check and villian bets 100 into 650. I call.
Turn is a 2 putting 2 spades out. I check and again he bets 100 into the 850 pot. I call
river is off suit 9. As Norman chad sys - yahtzee!
Before I think how to get the most out of this, villian bets 700 out of turn. So I"m pretty sure he has a set or at least 2 pair. The table remind him it"s me to act. How much do you bet so not to scare him off but get at least a call or get him to re raise?

this surely, you check he bets 700, then you got to value town :)

this was one thing I was thinking about bhad I lead out for say, 300, does his 700 still stand? Wasn"t sure!
